The governments of areas that had been inspected by top officials of the Communist Party of China are exerting efforts to study and implement the Scientific Outlook on Development, a guiding ideology of the ruling CPC in the new period after 30 years of reform and opening up.
The nine members of the Standing Committee of the CPC Central Committee Political Bureau, Hu Jintao, Wu Bangguo, Wen Jiabao, JiaQinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, made inspection tours across the country between late October and mid-November last year, promoting the study and implementation of the Scientific Outlook on Development.
From Oct. 29 to 31, Hu Jintao, state president and general secretary of the CPC Central Committee, visited Ansai County in Shaanxi Province, where local economic development has been affected by the global financial crisis.
After Hu talked to local officials, the county government formulated nine measures to improve residents' lives, such as the increase of wages among low-income groups.
The minimum standard of living for local residents has been raised from 725 yuan to 865 yuan, serious illness relief is increased from 15,000 yuan to 20,000 yuan, and two homes for the elderly are under construction.
Wu Bangguo, who is also chairman of the Standing Committee of the National People's Congress (NPC), visited Tiandong County in Guangxi Zhuang Autonomous Region. Since then, the local government has launched a number of projects in infrastructure, drinking water, rural housing and agricultural development.
Premier Wen Jiabao made an inspection tour in Mianyang and Jiangyou cities in the earthquake-hit Sichuan province. Wen urged the local government to step up reconstruction efforts by boosting economic development and dealing with main problems that affect people's life.
Currently, Jiangyou city has ensured that each family has at least one house built. So far, the local government has distributed 347,000 clothes, 101,000 quilts and 35,000 tonnes of food to citizens, guaranteeing their basic living needs during this winter and next spring.
Similarly, other areas have conscientiously studied and carried out the instructions made by top Party officials, and are striving to promote social and economic progress in a scientific way to achieve sustainable development.
